Herbert Lee Monroe was born on February 10, 1939 to the union of Frankie and Eddie Monroe, in El Campo, Texas. Herbert Lee Monroe received his formal education at E. A. Greer High School in El Campo, Texas. Herbert accepted Christ as his Savior.

Herbert Monroe was united in holy matrimony with Fay Campbell in Dallas, Texas. He was employed by the City of Dallas as a driver. He enjoyed fishing, working in his yard, reading the paper, listening to the blues, and spending time with his family. He also liked playing basketball and watching football.

Herbert Lee Monroe departed this life on April 28, 2017. He was preceded in death by his father, Eddie Monroe, Sr.; mother, Frankie Murray.

He leaves to cherish his memory: Fay Marie Campbell (spouse), Eddie Monroe Jr. (brother), Craig D. Monroe (Eldest Son), and April Monroe (Daughter-in-law), Tracy E. Monroe (Son), Cason Monroe (Grandson), Dorothy Evans (Special Niece), and a host of family, friends and relatives.
